Job Description

Introduction The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland's $46 billion insurance industry and protects consumers by monitoring and enforcing insurers' and insurance professionals' compliance with State law. Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities. The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance. Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law. The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES

The Property and Casualty Complaints Insurance Investigator assists the citizens of Maryland with their written or verbal complaints and inquiries to ensure that insurers and their representatives, premium finance companies, motor clubs and all others over which we have jurisdiction have complied with the applicable laws and the relevant terms of insurance policies when settling claims, canceling or non-renewing insurance policies, or taking any other action with respect to the complainants. Formal investigations are initiated upon receipt of written complaints and investigated by written inquiries and responses between the Investigator, licensee and complainant. Investigators provide management with a proposed decision letter citing compliance with or violation of relevant Maryland insurance law and policy terms and conditions at the conclusion of each complaint investigation. Investigators may be called upon to prepare files for administrative hearings and /or to provide testimony at such hearings. This is a hybrid position. The incumbent will be required to work in the office, located at 200 St. Paul Place, 26th floor, two days a week and three days remotely.

MINIMUM QUALIFICATIONS

Insurance Investigator I Education: Bachelor's degree from an accredited college or university in Insurance, Business, or related fields. Experience: None Note:
  1. Four years of experience in the property and casualty insurance industry as an investigator, adjuster, underwriter or agent may be substituted for the education requirement.
  2. A minimum of three (3) years' experience working within the Maryland Insurance Administration, or another state's insurance regulatory agency, in property and casualty capacity as an investigator, examiner, enforcement officer, customer service representative or administrative support capacity may be substituted for the education requirement.
Insurance Investigator II Education: Bachelor's degree from an accredited college or university in Insurance, Business, or related fields. Experience: One year of experience in the property and casualty industry as an investigator, adjuster, underwriter or agent. Note:
  1. Four years of experience in the property and casualty insurance industry as an investigator, adjuster, underwriter or agent may be substituted for the education requirement.
  2. A minimum of three (3) years' experience working within the Maryland Insurance Administration, or another state's insurance regulatory agency, in a property and casualty capacity as an investigator, examiner, enforcement officer, customer service representative or administrative support capacity may be substituted for the education requirement.
  3. Possession of J.D. degree may substitute for minimum qualifications
Insurance Investigator III Education: Bachelor's degree from an accredited college or university in Insurance, Business, or related fields. Experience: Two years of experience in the property and casualty industry as an investigator, adjuster, underwriter or agent. Note:
  1. Four years of experience in the property and casualty insurance industry as an investigator, adjuster, underwriter or agent may be substituted for the education requirement.
  2. A minimum of three (3) years' experience working within the Maryland Insurance Administration, or another state's insurance regulatory agency, in a property and casualty capacity as an investigator, examiner, enforcement officer, customer service representative or administrative support capacity may be substituted for the education requirement.
  3. Possession of J.D. degree and one (1) year experience in the property and casualty industry as an investigator, adjuster, underwriter or agent may be substituted for the minimum requirements.

DESIRED OR PREFERRED QUALIFICATIONS

Commercial underwriting and rating experience and/or property claim adjusting experience is preferred. Working knowledge of insurance laws including the Annotated Code of Maryland, Insurance Article and the Code of Maryland Regulations ("COMAR"). English to Spanish, Spanish to English oral and written communications skills is preferred. Excellent customer service, communication (written and verbal) and organizational skills a must.
