* Work Location is 653 Hwy., 42 W., Clayton, NC (Johnston County) * The Town of Clayton is seeking applicants for a Utility Locator for the Electrical Department. The Town of Clayton employs more than 300 full-time staff in areas including police, fire, and electric utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec, Library, and Cultural Arts.

Duties & Responsibilities Performs responsible technical support work and other related activities providing location of water and sewer lines and related appurtenances.
An employee in this class locates water and sewer lines for contractors, developers, or other utility companies and marks them to prevent construction damage. Work also involves coordinating with contractors to minimize unnecessary location work and ensure timely and accurate locations, and maintenance of locations records documentation. Work is usually performed alone and requires independent initiative and the ability to meet deadlines. Work may subject the employee to environmental conditions, extreme temperatures, and construction noise and hazards. Work around raw sewage is subject to the final OSHA standards on blood borne pathogens. The employee may be required to participate in the standby rotation. Work is performed under regular supervision and is evaluated based on conferences, review of completed work, and observation of demonstrated skills.
- Locates underground utilities including water and sewer lines; marks lines with paint or other markings; monitors NC 811 notifications and responds in a timely manner; prioritizes requests based on anticipated construction schedules; schedules route for efficient and effective use of time.
- Assists with updating city utility maps and data base; identifies location of water valves, hydrants, manholes, storm drains, and other infrastructure appurtenances; checks location against current maps and identifies necessary corrections; notifies GIS staff of inconsistencies so that maps and records are updated.
- Coordinates with contractors to minimize the number of locations needed, eliminates duplications and unnecessary locations, and ensures timely and accurate locations.
- Creates effective working relationships with contractors and the Town to enhance coordination and reduce damage to utilities.
- Establishes and maintains records to document locations and identify accountability for any damage that occurs.
- Utilizes GIS software, GPS receiver, digital camera, inductive and conductive locators, metal detectors, and ground penetrating radar equipment and hand tools.
- Performs related duties as required.
Special Requirements, Education & Experience - Considerable knowledge of city utility construction and maintenance policies, practices, engineering standards, and customer service policies.
- Working knowledge of NC 811 rules and regulations.
- Working knowledge of utility design and construction principles, methods, materials, and procedures.
- Working knowledge of city street locations and city geography.
- Some knowledge of computer GIS mapping software and hardware.
- Some knowledge of legal processes involved in encroachments, land acquisitions, and other public works and utilities issues.
- Skill in collaborative conflict resolution and customer service excellence.
- Ability to read and interpret plans and specifications.
- Ability to interpret and apply the city=s engineering specifications, and state and federal regulations relating to streets and roadways, and sanitary sewer systems.
- Ability to establish and maintain effective work relationships and communicate effectively with the general public, contractors, and other employees.
- Ability to operate location tools and equipment.
- Ability to prepare accurate records.
- Ability to plan and organize work independently for effective execution.
Education: High School Diploma or GED required.
Experience:
One ( 1 ) year of experience in utility locating utilizing tools such as a subsurface locator, metal detector and probe rod required. Considerable distribution and/or collection system maintenance or construction experience; or an equivalent combination of education and experience.
Preferred: Possess computer and mapping skills and/or utility construction knowledge.
